It’s probably there for the same reason it’s used in dry shampoos and antiperspirants; to make something that sprays but drys into a powder or thickens to a gel in a very short period of time.
Hand lotion is a mixture of water, oil and an emulsifier! I don’t think an apolar diluent can have any place in it?
