Sadly it’s the norm :/ Snakes are hardy, so they survive a setup like that, and breeders don’t really need more than survival and reproduction.
Go on basically any youtube video of a snake breeder showing off their collection and you’ll see a rack setup much like in the OOP. Here’s a random one for example:

The lack of space is awful in itself, but the lack of enrichment is even worse. The best tub-keeping I’ve seen is what SnakeDiscovery do, so you can in fact even do it decently. The people who don’t bother are repulsive
